Room Inventory Documentation

The information in this section is based on definitions and coding structures as specified by the State Council for Higher Education in Virginia (SCHEV). Annual reports are submitted by the university to SCHEV. These reports are used as a part of determining room utilization rates and in the calculation of Educational and General (E&G) space required for the university. These calculations are used for determining the need for new space in the Capital Outlay Process.

Functional Use Codes

The following are detailed explanations of kinds of space to be included in each category.

  1. Instruction -- Classrooms, teaching laboratories, faculty offices, offices for clerical and teaching assistants for faculty, offices for academic deans and heads of departments, and other rooms used in the resident instructional program of the institution.
  2. Libraries -- Rooms used for the collection, storage, and circulation of books, periodicals, manuscripts, and other reading and reference materials as well as offices and office service rooms used by librarians. This pertains to University libraries - not departmental libraries.
  3. Research -- Rooms used by research bureaus, experiment stations, and other departments of the institution in which research activities are carried on, whether funded from institutional funds or outside sources.
  4. Administration and General -- General executive and administrative offices, secretarial and clerical space of administrative personnel, student services, admissions and registration, placement, public relations, institutional publications, business offices, etc. This pertains to University administration - not departmental or college administration.
  5. Organized Activities Related to Instruction -- Laboratory schools, farms, creameries, and other facilities designed to provide professional training opportunities for students.
  6. Extension and Public Service -- Extension division, radio and television stations and museums (if designed to serve the general public), and other similar facilities.
  7. Physical Plant Operation and Maintenance -- Maintenance shops, machine shops, motor pools, garages, heating plants, police and fire protection, security offices, and the like.
  8. Auxiliary Enterprises -- Housing facilities, student unions, bookstores, post offices, dining halls and cafeterias, and other similar facilities designed to be self-supporting.
  9. Non-Institutional Agencies -- State, regional, and federal offices, offices used by professional organizations and agencies, and other rooms owned by the institution but used by non-institutional agencies or groups.
  10. Unassigned and Non-Assignable Areas -- Areas which are unassigned at the time of the inventory because of present condition (inactive, unfinished, or undergoing alteration or conversion) or are non-assigned due to their particular type (custodial, mechanical, or circulation space).

Building Use Codes

  1. General Purpose Buildings -- This class is to include classroom, laboratory, office, library, research buildings, and any building related to the administration of these functions.
  2. Academic, Residence Buildings -- This class is to include those buildings which are a combination of classroom and/or laboratories and residence space.
  3. Auxiliary Services -- This class is to include student unions, infirmaries, bookstores, intercollegiate athletics, etc.
  4. Physical Plant Buildings -- This class is to include power plants, maintenance facilities, and all buildings related to physical plant.
  5. Agricultural Services Buildings -- This class is to include chicken houses, hog pens, barns, silos, etc.
  6. Residence, Single -- This class is to include dormitories.
  7. Residence, Family -- This class is to include apartments, family houses, etc.
  8. Non-institutional Agency Buildings -- This class is to include those buildngs which are college-owned but are leased to another public agency as a service.
  9. Rental Property -- This class is to include those buildings which are college-owned but are rented for profit.
  10. Other -- This class is to include those buildings not identifiable with one of the above categories.
